In a milk frother (or a cup with handheld frother), add cold water and instant coffee.
Froth until thick and creamy (around two minutes or less). Note: if you are using a milk frother that has different heat settings, make sure to set to cold.
Fill a glass with ice, add milk of choice, and top with whipped coffee. You may need to use a spoon to spoon the foam into the glass.
